Bennett Ratliff pointed out that I had one too many letters in Pete Eckert's email address, which is actually peteckert@aol.com. He also said anyone who wants flood control district documents can email him at ratliff.bennett@gmail.com.

I enjoyed the “Chicken” story by your intern. I must admit I started reading about the flood district, but then I skimmed it and was glad I’m not part of that area!

It was good to see Jean Murph’s name and contribution because she and her paper were a big part of our family’s history because I still have articles that included my children or my students in her Coppell Advocate! TY!

Currently, meetings of the NWDCFCD take place at noon or 1 pm at the clubhouse of the Oaks Riverchase Apartment complex at 777 Fairway Drive, Coppell, TX. where parking is limited. Do you want to change the NWDCFCD board meeting location to the Cozby Library 177 N Heartz Road, Coppell, TX where there is ample parking and meetings could take place in the evening?

Do you want NWDCFCD meeting notices, meeting agendas, meeting minutes and financial documents to be accessible via the NWDCFCD website (https://www.nwdallasfcd.com/)?  

Do you think the NWDCFCD should be required to file financial and business documents with the State of Texas so they are publicly available?

The law requires that a NWDCFCD board member either reside in the district or own taxable property in the district. The current president of the board lives outside the district but was provided via a quitclaim deed real property with a taxable value of approximately $200 in the district to meet these legal requirements. Would you support legislation that would prevent this type of legal maneuvering by board members who reside outside the district?

The law that governs the NWDCFCD states that the district is governed by 3 elected directors. The board elects a president, vice president and secretary-treasurer. Under the law, the secretary-treasurer is the custodian of district records. In 2025, by a majority vote of 2 to 1, a board resolution was passed appointing the attorney consultant as the official custodian of district records. Do you want the board to abolish this resolution and make the secretary-treasurer the official custodian of the records as written in the law?

Since 1994 there have been only 2 elections where taxpayers actually voted for board members. The Texas Election Code allows the board to appoint a board member to fill a vacancy on the board and requires an appointed member to stand for election in the next election. It has been the practice of the board to post a notice of an election on the Dallas County Clerk's website. Because no information of elections is posted on the NWDFCD website (the place where taxpayers would likely look for this information), notice on the Clerk's website has been insufficient to alert taxpayers of an upcoming election. As a result, elections have been canceled because no one filed against the appointed member and the 2 incumbent board members. When no one files and elections are canceled they are 'elected' under the law. Should open board member positions and notice of upcoming elections be posted on the website nwdallasfcd.com before an appointment is made and an election is held?

Do you want the NWDCFCD board to create a publicly available plan regarding how the NWDCFCD will be transitioned to control by the city of Coppell in order to reduce NWDCFCD expenses?
